Circle Receives Conditional VASP Approval in France

Stablecoin issuer Circle has received conditional registration as a Digital Asset Service Provider (VASP) from French regulators. The approval marks an important step in Circle's efforts to launch its euro-denominated stablecoin (EURC) in full compliance with the European Union's upcoming MiCA regulation.

MiCA Regulation Drives Compliance

The Markets in Crypto-Assets (MiCA) regulation will take effect across the EU in 2024, establishing a framework for stablecoin issuers and other crypto companies. Circle's conditional VASP status from France's Autorit des Marchs Financiers (AMF) allows it to operate within the country as a regulated entity. The company must meet additional requirements before becoming fully registered.

Impact on Euro Stablecoin Market

Circle plans to make its EURC stablecoin available to institutional and individual users in compliant EU markets. This move is expected to increase access to regulated euro-denominated digital assets throughout the region. Circle already issues USDC, a dollar-backed stablecoin widely used in crypto trading and payments.

Next Steps for Circle

  • Fulfill remaining AMF registration conditions.
  • Coordinate EURC rollout in EU markets aligned with MiCA standards.
  • Monitor regulatory implementation as MiCA comes into force in 2024.

The conditional approval highlights ongoing adjustments by stablecoin issuers and regulators as the EUs new framework approaches. Circles advance positions it among the first stablecoin providers to work under the new compliance regime.
